Kathryn Leonardi, LCSW

Kathryn Leonardi is a forensic social worker specializing in the intersection of behavioral health and the criminal justice system.
With more than a decade of experience across community mental health, residential treatment, inpatient psychiatric care, housing, forensic behavioral health, and criminal justice settings, her work focuses on improving outcomes for individuals with complex behavioral health needs who frequently move between multiple systems.
Kathryn has particular expertise in Oregon’s competency-to-stand-trial system, community competency restoration, diversion, complex care coordination, and cross-system collaboration. Her experience includes clinical and systems consultation, program development, workforce training, multidisciplinary collaboration, and identifying service gaps within behavioral health and forensic systems.
Since 2022, Kathryn has served as an Aid and Assist Court Liaison for Washington County Health and Human Services, working at the intersection of courts, jails, community behavioral health, competency restoration, and the Oregon State Hospital. Her work includes clinical consultation, community restoration assessments, stakeholder education, systems navigation, and development of strategies to improve coordination and appropriate utilization of community-based services.
Kathryn earned her Master of Social Work from Portland State University and is an Oregon Licensed Clinical Social Worker and Qualified Mental Health Professional. She is also certified by the Oregon Health Authority as a Mental Health Investigator and Mental Health Examiner and holds certificates in Forensic Social Work, Mitigation, and Advanced Forensic Social Work through the National Organization of Forensic Social Workers.
Through PAC-NW, Kathryn brings together clinical expertise and systems-level thinking to help attorneys, behavioral health providers, courts, counties, and community partners better navigate complex behavioral health and forensic needs.
